Afghan Unity government promised to remove name Hezb-e Islami (the Islamic party) from international black lists, recognize the party as official party in Afghanistan, and not face transitional justice in exchange the Hezb-e Islami would disarmed and accept the liberal democratic constitution of Afghanistan.
After several months of negotiation between Hezb-e Islami and the government, final agreement contents became public on Wednesday. Deputy of Executive chair of the Afghan Unity Government, Mohammad Khan released the agreement during press conference on September 21, 2016.
“Removing Hezb-e Islami from International boycotts such as the U.N. and the U.S. , remission of the party’s member who are in the government jails, settling the party’s refuges, Justice immunity (except personal issues), hiring the party’s member by the government and counseling with Mr. Hekmatyar regarding national issues.” stated Mohammad khan the governments’ commitments in the agreement.
The U.S. government and the U.N. black lists contain name of Hekmatyar and even U.S. promised to pay in exchange of his dead body. It’s not clear that when they would remove.
The agreement would implement after two signatures. The first step is that the agreement should be signed by Gulbaddin Hekmatyar and then President Ashraf Ghani would sign the agreement.
In the meanwhile, many people concerned with ‘immunity of the party’. One of the key commitments of the government is that the leaders and Hekmatyar wouldn’t face transitional justice and they have immunity.
“If the government looks back, from Communists era, Mujahidin’s government and era, Taliban regime and the two period of Former president Hamid Karzai, government can’t do anything else of implementation of justice.” said Mr. Mohammad Khan regarding transitional justice.
Mohammad Khan added that the agreement framed in one preface, three chapters; fundamental issues, commitments of the both sides, and miscellaneous rules which would be 26 articles.
Mr. Mohammad Khan also said that Hezb-e Islami ( the Islamic party) committed to cut off its relationships with terror groups such Taliban, stop fighting, disarmed and accept the Liberal Democracy constitution of Islamic republic of Afghanistan and continue their activates in the frame of the constitution.
After around 40 years, Hezb-e Islami would stop fighting. Hezb-e Islami (Islamic party) was founded by Gulbaddin Hekmatyar during Jihad against Soviet-Backed government. The party was one of the main allies of CIA and the U.S. government during war against Soviet invasion and played important role from 1976 up to 1992.
Gulbaddin Hekmatyar with other Mujahidin parties started to fight against each other for almost four years until Taliban captured Afghanistan in 1996.
Human Rights Watch reported that in August 1992, Hekmatyar’s forces intentionally targeted civilian areas of Kabul city. The report added that they used rockets and bombed all civilian areas which were held by opposites of Hekmatyar.
After that The U.S. led-coalition removed Taliban regime from power in 2001, Gulbidden Hekmatyar’s party’s members didn’t join the U.S. backed government. Hekmatyar’s party claimed responsibility for many attacks from suicide attacks to gun fire in specific provinces such as Wardark Province, Baghlan province, and many other parts from 2001 up to 2016.
The party claimed responsibility for suicide attack that first women blew herself up to kill U.S. and NATO troops on airport road of Kabul city in May 2013.
